Design: Green frame with black (or dark green) portrait of Maj. Gen. William C. Gorgas in profile, facing right.Inscriptions: “CANAL ZONE POSTAGE” arched at top, “ONE CENT” at bottom, “1” in the lower corners.Issue period: First issued in 1928 as part of the permanent series (continued in use into the 1930s–1940s). Your “1929-31” dating fits the early usage window of this design.Perforation and printing: Typically perforated 11, printed by the Bureau of Engraving and Printing.This was one of the first Canal Zone stamps designed specifically for the Zone (no longer overprints on Panama or U.S. stamps). Gorgas was the chief sanitary officer whose mosquito-control work made the Panama Canal construction possible.
