Design: Carmine/red frame with portrait of Goethals facing forward, labeled “GOETHALS” below the portrait.Inscriptions: “CANAL ZONE POSTAGE” at top, “TWO CENTS” at bottom, “2” in the lower corners.Issued: October 1, 1928 (the first stamp of the permanent series). It remained in use for years afterward, matching your 1929–31 timeframe.Goethals was the chief engineer and chairman of the Isthmian Canal Commission who oversaw the successful completion of the Panama Canal.This pairs directly with the 1¢ Gorgas (Scott #105) you showed earlier — both are from the original permanent series that replaced the earlier overprinted Panama and U.S. issues.
