“OSHKOSH WIS.” between two bars is a local (town-and-type) precancel applied at the Oshkosh, Wisconsin post office. It is not a Bureau precancel printed at the BEP. Color is a solid, typical green.Precancel is bold, complete, and easily readable.Perforations appear intact (consistent with the 11 × 10½ gauge you noted).Centering is Fine to Very Fine (margins a bit tight on the sides; design not perfectly balanced).Used, no gum. Back shows normal paper and some show-through of the overprint; no major faults (tears, thins, or repairs) are obvious.Overall: Fine–Very Fine used with a strong, collectible precancel.
