Scott #599 (1923 2¢ carmine Washington, Type I, rotary press, perforated 10 vertically).Your description matches. It has straight edges at top and bottom with perforations only on the vertical sides (left and right), which is the standard format for the vertical coil. It is from the same Fourth Bureau / Series of 1922–25 design family as the previous sheet stamps (#554), but this is the rotary-press coil version.Type confirmationThis appears to be Type I (Scott #599), not the scarcer Type II (#599A).Type II shows three heavy, bold hair lines at the top center of Washington’s head (two of them standing out clearly in the white area) plus a stronger, more sharply defined outline on the left acanthus scroll next to the “2.”
