Scott #554 (1923 2¢ carmine Washington, Fourth Bureau Issue / Series of 1922-25).It is the flat-plate printing, unwatermarked, perforated 11 × 11. Gum: Original gum is present (unlike the previous no-gum copy). The reverse shows typical hinging disturbance — a clear oval hinge mark/residue in the center plus some overall toning and minor gum irregularities. This is mint hinged (MH), not never-hinged.Centering / Grade: Fine to Very Fine (F-VF).The design has clear margins on all four sides and is not cut into by the perforations. It is slightly off-center (a bit closer on one or two sides), so it does not reach Extremely Fine or Superb. Perforations appear complete and reasonably sound. No major faults are obvious from the photos beyond the normal hinge disturbance and light toning. Mint Hinged with gum good Center
