1999 Buick park Ave. 3800 engine parts ?

motor would not spin over when we installed a test battery. ( was told by consignor ) that it was a good car when parked. Might just need wd40 in the cylinders and left for a week.? or it could be completely froze up ? but those 3800s are not known to die. Oil looked good, all other fluids were the color they are suppose to be. Our guess is that this newer gas has fouled things up from sitting. but sold as is how is non running parts or restoration.
