This is a mid-20th-century pop-up toy manufactured by Kohner Bros (No. 5994) featuring Mickey Mouse inside a black plastic top hat. Pressing the button on the front causes the Mickey Mouse figure to pop up from the top hat container. Produced under license from Walt Disney Productions in the 1960s/1970s and marked as made in Hong Kong.
