Historically significant Wyoming government furniture grouping consisting of a painted metal legislative desk associated with former Wyoming State Representatives Thomas A. "Tom" Lockhart and Douglas D. Osborn, together with a separate wooden stand formerly used by the Wyoming Department of Revenue. The metal desk retains a Tom Lockhart nameplate, State of Wyoming inventory identification, a locking center drawer with key and an interior identification label referencing Representative Douglas D. Osborn of Buffalo, Wyoming. These surviving identifiers indicate that the desk was apparently assigned to Douglas Osborn before later being used by Tom Lockhart. Osborn represented Wyoming House District 40 from 1997 through 2006, while Lockhart represented Casper's House District 57 from 2000 through 2016. The desk features a compact institutional design with a metal cabinet and frame, multiple drawers and a center locking drawer. It measures approximately 41" wide 27" deep 30.5" tall. The accompanying wooden utility stand bears Wyoming Department of Revenue property identification and features a lower shelf, turned legs and casters. The stand measures approximately 23" wide 12.5" deep 33" tall. Douglas Dean Osborn was a rancher and retired aerospace engineering manager who rose to become House co-chairman of the Joint Labor, Health and Social Services Committee. Tom Lockhart was an Army veteran, electrical engineer, retired PacifiCorp executive and longtime co-chairman of the Joint Minerals, Business and Economic Development Committee. The labels, inventory markings and documented legislative service of both men give the desk an unusually strong connection to Wyoming's political and governmental history. Both pieces show scratches, scuffs, finish wear, paint loss and other signs consistent with extended institutional use and movement. This is a distinctive grouping of Wyoming government furniture with documented associations to two former members of the Wyoming House of Representatives and the Wyoming Department of Revenue.
