This is an 1837 Hard Times Token, a type of privately minted emergency currency from the United States. The obverse (front) depicts a portrait of Lady Liberty surrounded by 13 stars, marking it as a "Coronet Head" design. The reverse features the inscription "MILLIONS FOR DEFENCE" and "ONE CENT".
