Waterbury Lock Co. padlock model from the 1960s. The circular face is distinctly engraved with "9-9" flanked by decorative scrollwork. No key. Climax model from the 1870s. It features a heart-shaped or oval design and comes with a functional or decorative skeleton key. Similar locks from this era are sometimes marketed as "smokehouse" or "dog collar" locks. See pics
